I mede this video to test one of the neon sign animations that I made for one the assets at my store, I used the Kitbash's 3d Cyberpunk Mini Kit pack to set up the scene plus the Populate tool from 3Ds Max. You can fid the neon sign with 4 different animated sequences here at my store:
