GENEL DEĞERLENDİRME / GENERAL ASSESSMENT

Bu bitirme çalışmasında Çanakkale Merkez İlçesi sınırlarında, doğal çevre, yapılaşmış çevre ve sosyo – ekonomik çevre verileri ve analizleri; ve bu analizlerin değerlendirilmesi ve sentezi yoluyla senaryolar oluşturulmuş, gelişimine yönelik ilke, strateji ve politikaların ortaya konulmasıyla yerel aktörlerin katılımı sağlanmış; ayrıca yasal ve yönetimsel sınırlayıcıların dikkate alınarak doğal yapının korunması ve sürdürülebilirlik yaklaşımı ilkeleriyle “ beşeri sermaye, girişimcilik ve yenilikçilik: hizmet sektörü odaklı yerel ekonomik gelişme” temasına bağlı kalarak mekansal stratejik planları hazırlanmıştır. Tema bağlamında potansiyeli olan alt kümeler eğitim, turizm ve arge olarak düşünülmüş ve çalışmalar bu alt kümelerein önem sırasına göre tamamlanmıştır. Kentin gelişim planlarında ana omurga eğtim ve beşeri sermaye üzerinde oturtulmuş ve turizm, arge kümeleri de bu omurgayla ilişkilendirilmiştir. Planda belirlenen projeksiyon yılı 2030 yılı olarak belirlenmiştir ve Çanakkale ilinin bu hedeflenen yılda yerel dinamikleriyle kalkınmış, beşeri sermayesinin verimli kullanan ve yönlendiren, genç nüfusa gelecek vaad eden, teknolojik gelişmelere katkıda bulunan ve gelişmelere ayak uyduran, aynı zamanda da tarihi ve kültürel dokusunu korumuş refah sefiyesi yüksek bir kent olacağı öngörülmüştür. Çanakkale ilinin bu hedefe ulaşabilmesi için planlanan eylemler 1/100.000 Çevresel İlişkiler Paftası, 1/ 70.000 Sentez ve 1/ 70.000 Öneri paftaları bölgesel ölçekte, 1/10.000 Sentez, 1/10.000 Kentsel Gelişim Şeması ve 1/10.000 Nazım İmar Planı, kentsel ölçekte, 1/2.000 Eylem Planı, 1/1000 Gelişme Alanı Uygulama İmar Planı ve 1/1000 Üniversite Vaziyet Planı kentsel ölçekte belirtilmiştir. Bu planlarda alınan kararlar ve stratejiler uygulama alanında hayata geçirildiğinde, Çanakkale ulusal ve uluslararası düzeyde fark yaratan yerel değerler arasında yerini alacaktır.

In this graduation study, within the borders of Canakkale Central District, natural environment, built environment and socio-economic environment data and analyzes were conducted and scenarios were created through the evaluation and synthesis of these analyzes; and local actors’ participation was ensured by introducing principles, strategies and policies for development; In addition, taking into account legal and managerial constraints, spatial strategic plans were prepared in line with the theme of human capital, entrepreneurship and innovation: service sector-oriented local economic development with the principles of conservation of natural structure and sustainability approach. The subsets with potential in the context of the theme were considered as education, tourism and R&D, the studies were completed in order of importance of these subsets. In the development plans of the city, the main purpose is based on education and human capital; in addition, tourism and R&D clusters are associated with this purpose. The projection year specified in the plan is determined as 2030 and in this targeted year Canakkale province is predicted as developed with local dynamics, efficient using and directing of human capital, promising to young population, contributing to technological developments and keeping pace with the developments, also preserving its historical and cultural texture and being a high level of welfare city. The actions planned for Canakkale province to achieve this target are stated as follows: In regional scale, 1/100.000 Surroundings Relations, 1/70.000 Synthesis and 1/70.000 Plan; in urban scale 1/10.000 Synthesis, 1/10.000 Urban Growth Diagram, 1/10.000 Master Plan, 1/2.000 Action Plan, 1/1.000 Urban Expansion Area Plan and 1/1.000 University Campus Plan. When the decisions and strategies taken in these plans are implemented, Canakkale province will be among the local values that make a difference at national and international area.
