A drive along the shores of Croatia and then Montenegro, guided by intuition, led to finding a beach used by residents. It was not as smooth as where the typical tourist hotels are situated, but the water was clear and the temperature nice - and one could escape the crowds.
This particular construction project in the Montenegro's capital Podgorica seemed to be on halt for the time being. Did not investigate whether that was for the duration of the summer or more permanent.
