The conventional Dial tone is still the only sound heard when a outgoing call is made from a cellular phone unless said call is made to an individual who has purchased a ring back tone. We need to revolutionize the personalization capabilities of the times. This application would allow the user to hear what they want after placing a call instead of being forced to listen to a ring back tone.
 
The modern dial tone varies between countries, being a "buzz" of two interfering tones (350 Hz and 440 Hz, as defined in the Precise Tone Plan)  North American Numbering Plan.

Dial tones are not relevant to modern cellular phones now that we use technology and satellites to connect two individuals instead human call operators physically plugging calls in on a switchboard. Back in the times of the first land lines these call operators manually connected callers to help the subscribers place a call much like todays modern cell phone network. Now in modern times by dialing the digits and pressing a "Call" or "Talk" button the mobile subscriber is connected to a mobile network, then the call will be placed.
 
The Dial tone is a signal used to indicate that the telephone exchange is working and the desired recipient is waiting to accept a call. Secondary dial tone is a dial tone-like sound presented to the caller after a call has already been set up. Secondary dial tones are often used in call queuing and call forwarding systems. This application would overide these tones and put in place the desired music. Once the call has been answerd or sent to voicemail the music would come to an end.

Solution:  A away for users to personalize & pick the sound heard once they hit send and an outgoing call is queued to be answered.
 
This sound could be chosen from a music library on their device or purchased. Dial tones could be personally assigned for individuals in contacts etc.. just as users do with ringtones. Interfacing with music applications such as pandora, spotify, soundcloud etc.. these modern dial tones could remain personalized and fresh. A more intuitive realationship could be developed between the user and Motzart application to simplify the process of updating ones playlist.

Edit where the song will begin to play once your call has been placed
Or create full playlists to hear after making a call. Or assign to specific individuals or times of the day,
categorize these playlists
Assign appropriate time periods to hear designated playlists.  Cater to times you will be in the office and need more professional sounds in your ear or have an upbeat playlist for once its quitting time.

Don't force others to listen to a ring back tone when you can listen to what you want to hear while placing a call.
You can never know how many rings it will take before they answer but you can decide where to start listening to your favorite song you have chosen. Only like verse 3?  No, okay lets start at the chorus!
Choose to use a continuous play setting so each additional phone call picks up where you left off before the call was answered. Choose when to Shuffle to the next song on the playlist by adjusting Call Rate. This allows to customize the number of calls per song.
