In the conditions of the formation of the newest innovative ways of a modern city, the most effective formations are clusters - complex economic systems, in which the interaction between business structures is based not so much on competition, but on co-operation. The successful operation of clusters requires the ability to combine the contradictory properties of systems, such as flexibility and stability, manageability and innovation, shifting the focus of development into cooperation and interaction. Efficient use of clusters will allow not only to support existing large industrial enterprises, but also to form new high-tech industries, public spaces, commercial structures.
