It's an outer body for an 80mm pc fan, that runs on a 5 or 9V battery what able to charged by usb. Every side of the object is it's bottom, you can change the angle of the fan this way. You can turn off the fan, facing it down. It's ready for 3D printing with some insignificant changes.
