O Parque em sua essencia  foi pensado com a finalidade de trazer momentos de lazer para os moradores de samambaia e arredor, trazendo de forma eficaz a natureza e seus elementos de modo a se integrar com a paisagem circundante. O parque refugio busca promover uma valorização cultural e  arquitetonica  marcando o espaço como centralidade de Samambaia, dando  uma nova identidade à cidade. 

The Park in its essence was thought with the purpose of bringing moments of leisure to the inhabitants of fern and surroundings, effectively bringing nature and its elements in order to integrate with the surrounding landscape. The refuge park seeks to promote a cultural and architectural valuation marking the space as the centrality of Samambaia, giving a new identity to the city.
