In December 2013, Korail, the only South Korean public railroad enterprise, decided to found a new enterprise operating KTX line between Suseo(southern Seoul) and Busan. Korail workers went on all-out strike, claiming that Korail had prepared railroad privatization. KCTU, Korean Confederation of Trade Unions, also went on strike to support Korail Trade Union.

2013년 12월, 한국철도공사(코레일)은 수서역에서 출발하는 경부선 KTX 노선을 별도의 주식회사를 설립하여 운영하겠다는 계획을 발표합니다. 코레일 노조는 이것이 철도운영을 민간사업자에게 맡기기 위한 사전작업이라고 판단하고, 이에 반대하는 총파업을 시작합니다. 코레일이 소속된 노조연맹인 전국민주노동조합총연맹(민주노총) 역시 지지총파업을 진행했습니다.
<멈춰 선 기차 위에 중립은 없다> 프로젝트는 2013년 12월 28일의 민주노총 총파업을 지지하며, 총파업 집회 참여를 독려하기 위해 진행했습니다. 코레일 총파업과 수서발 KTX 자회사 설립에 관한 사건들을 짚어보면서 노조 측의 입장을 지지하도록 하는 데 초점을 맞췄습니다.
& 이 프로젝트는 민주노총 공식 포스터가 아닌 개인 작업이며, 트위터 유저 @Solidaritat 님이 최초로 제안한 릴레이 공공캠페인의 일환입니다.
