藉由這樣的主題，推廣風箏活動與樂活、健康的生活態度，喚起大眾的熱潮。
針對適合放風箏的景點，結合當地特色，設計出當地專屬的風箏圖樣，
讓風箏擁有收藏紀念的價值，一方面能夠推廣風箏活動與文化，同時也能帶動觀光產業。
