I started with the sketch on the bottom, and scanned it. From there I created the background based on the positioning of the character in the composition I created, then the water effects she stands on. 
After that I painted in the character working from the skin, to the clothes, to the staff, and adding details in each space. 
Once the character was finished I added in the glowing effects, and the water spatter at the bottom and was done.
