"He threw his gunbelt to the ground and dove in to rescue fisherman, Victor Fan, who had been swept from his perch.
His head was under water, he was motionless . . . I was just swimming under water, trying to keep his head above water, squeezing his rib cage, trying to get the water up.
His waders had filled with water, so he was struggling.
It took more than 20 minutes to get him on to a bank, only to have him washed away again. The exhausted policeman went in again, afraid Mr Fan would not live long enough for more help to arrive.
Eventually they were able to lift him to safety on a ledge, five metres above the waves."
