I first started in a separate document by creating two black circles using the Elliptical Marquee tool. I then chose 50% gray then I went to Define PAttern.  At this point a new document was made and I chose the PAttern Overlay function to place this circle pattern in a tesserated manner.  I converted to Smart Object then chose the rainbow like radial pattern to be Overlayed and defined.  I then added a Bevel & Embossed function to a new Gradient Overlay and adjusted the overlay to give a different pattern.  Once a rectangle was added I changed the layer styles to give the raised function and a drop shadow then I added the text and gave it a seprated Defined PAttern.  The text was also given a bevel and emboss and drop shadows added to complete the 3D look.
