Rotterdam's first city library opened its doors in 1604. The library was located in the Laurenskerk. The largely religious works were written in Latin, were kept on chains and were consulted by a limited number of Rotterdam residents. Four centuries later, the Rotterdam Library occupies a central, active place in the city as an accessible meeting place for all Rotterdammers who want to read, study, or receive information or advice.

BIEB is therefore written and designed for a broad audience. Lots of images, different types of paper and a page with not too much text. In addition to the design of the book, Beukers Scholma came up with the title BIEB. Because that is how the library is called everyday speech in The Netherlands.
