To this end, I conducted a series of stakeholder interviews with employees at the department, as well as Georgia businesspersons who frequented the website on a day to day basis. The result was a division of the site's available information into four navigational categories: the benefits of doing business in Georgia, the resources available to do so, the key businesses that called Georgia home, and a user-friendly section about the department itself.
During stakeholder interviews and before wireframes commenced, I created a site map of the existing website's inventory.  This is only the first of ten detailed pages.
And while this work was completed in December 2011, the Georgia Department of Economic Development has kept to this design with only minor adjustments, serving as a simple testimony to the durability and flexibility of the UX.
