Italy is one of the last nations in Europe to not recognize the rights of LGBTQIA+ people. Despite the existence of a civil unions statute, same-sex couples are denied full parental rights, including the opportunity to adopt and the right to recognize children for both members of the couple at birth.
Observing the political inactivity, Famiglie Arcobaleno
an association of LGBTQIA+ parents, decided to work with Rete Lenford 
(an association of lawyers and legal experts) to develop a legislative proposal. Instead of creating new rules, the proposed bill only attempts to apply to single people and same-sex couples the laws already applicable only to heterosexual couples under the current legal system. 

However, the primary goal of the proposed law is to safeguard the rights of the parents and kids of same-sex couples who are not officially accepted as a family.
