The District Bulletin Online Opening Billboard

The District Bulletin Online was an online news series made to disseminate information concerning projects and events relevant to the activities and functions of the
Department of Public Works and Highways Nueva Ecija 2nd District Engineering Office.

Background

The project started from The District Bulletin, a quarterly newsletter released by the DPWH Nueva Ecija 2nd District Engineering Office’s District Public Affairs and Information Unit (DPAIU) as a way to inform stakeholders of the activities and projects of the DEO (District Engineering Office). However, the quarterly nature of the newsletters made it impossible to distribute time-sensitive information which quickly become irrelevant, wasting the opportunity to provide valuable and up-to-date facts to stakeholders.

As such, the then District Public Affairs and Information Officer conceptualized an online news program that could fulfill the requirements of delivering timely information.

The Project

The District Bulletin Online’s layout originated from the new masthead used in The District Bulletin releases.
Being my first proper Blender project, the animations were simple and the environment was kept mostly blank.

Later in the project’s development, the project was pitched to the DPWH Regional Office III Regional Public Affairs and Information Officer, and the additional branding of DPWH Regional Office III was added as per their request.
