I've changed the main navigation a few times until I got to where I wanted to be. They are mostly drop-down menus due to the fact that a town hall website has a lot of information that needs to be easily accesible. Drop-down submenu will have a blue background just like the main navigation and then go right for further submenus.

This sidebar will be present on most sections of the site due to its usefulness for users that want to access quick things while browsing the whole site.

This is the main content part, and we are the homepage. Here We have a nice greeting, a map of where it is and some information about the town.
