This is a 1/6 Tifa Lockhart head from Final Fantasy 7 Remake. This head was carefully painted and styled while looking at reference photos to make it as accurate as possible to the character. Heat resistant synthetic hair is glued onto the hair so it can blow dry and be styled easier.
