This two-page comic was for the children's magazine Ulitka Сopernika (Улитка Коперника, Copernicus' Snail), and the theme was "Why do we have hot water shutdowns?" In this story it is explained that water shuts off because of the city mayor's annual summer feast with the gnomes. This feast is for humans and gnomes to discuss the underground construction plans. The participants drink so much hot tea during this feast that there's not enough hot water for folks on the surface to take a bath.
