The universities are controlled with new instruments since about 1990: target agreements, economic incentives, etc. The reform process is not completed, the new instruments will be further reformed usually after a few years. What the involved parties do experience as a burden, also calls out conceptually: What effects are to be expected of instruments when there is no time for onset of action? Why does the permanent reform occur, how can one deal with it and what are its impacts?

The book's author raided his toolbox and a bunch of the found equipment was taken to the campus and placed in front of a university building just under reconstruction.
