I think this photo depicts people being left out, highlighting being left out on an important occasion - mothers day (hence the mothers day balloons). Because of the masks and the signs on the door, it is obvious that it is during coronavirus. Some are waving so it looks like they are trying to communicate with someone on the inside. It also doesn't really look hostile because there is no pushing or shoving, it looks as though they are just looking inside.
